Water Quality Management Committee · Meeting of April 15, 2026

Falmouth Water Quality Management Committee receives detailed RME framework proposal for wastewater treatment oversight. John Waterbury presented the 11-element Responsible Management Entity structure, which would establish a designated town department to oversee individual wastewater treatment systems, select vendors through watershed-specific RFPs, pump systems every five years, and assess annual fees on properties with I/A systems to cover operational costs. The framework includes $15,000 incentive payments if systems demonstrate compliance with discharge standards after six months.

The committee also heard progress reports on regional sewering efforts in Mashpee and Oak Bluffs and a permeable reactive barrier project at Snug Harbor, whose Quality Assurance Plan is under state review with a Conservation Commission hearing scheduled for May 6.
