Falmouth Health Board approves composting-toilet pilot, plastic variances, and grants agent authority. The board unanimously approved a pilot program permitting an existing Phoenix composting toilet at 2 Solar Way to meet nitrogen-removal requirements in place of a state-mandated advanced-treatment system, conditioned on 24-month monitoring and a deed restriction; approved four-to-one (with Dr. George Topulos abstaining) plastic-reduction variances for Jack and the Beanstalk; and unanimously granted Health Agent Scott McGann approval authority for flow-neutral bylaw referrals.
Chair Jed Goldstone announced he will draft amendment language for the proposed Short-Term Rental Bylaw to limit the board's role to health-code enforcement, addressing board concerns that current language overcommits the board to nuisance-code and administrative work unrelated to public health.
