FALMOUTH — The Falmouth Board of Health spent over three hours weighing a draft plan to oversee the town's growing fleet of advanced septic systems without voting on the proposal itself. Board member George Heufeld presented a framework placing a single health-department staffer in charge of tracking, monitoring and compliance for innovative/alternative septic systems tied to watershed nitrogen limits the town must meet by December 31, 2029. The board learned its draft overlaps with a separate "responsible management entity" plan the Select Board already sent to the Massachusetts Department of Environmental Protection in August, a conflict the two sides agreed to sort out at a joint session October 16.
A motion urging the town to publicly map, by address, where future septic upgrades will be required failed to get a second. "The town needs to finally own up to this thing," one member argued. The board also could not find a volunteer for its weekly Wednesday seat on the Watershed Management Financial Fairness Task Force.
