Falmouth Board Delays Vote on North Falmouth Housing Plan

Falmouth Planning Board continues contested 10-unit North Falmouth housing hearing to October 13. Attorney T.J. Hurray, representing abutters, cited consultant Scott Horsley's finding that the project's nitrogen loading exceeds the zoning bylaw's recharge zone threshold by "13 to 29 times," while applicant attorney Kevin Clower argued the provision doesn't apply because leases run a minimum of three months, not the 30-day "transient" threshold.
Traffic engineer Daniel Osivina said the project would add about five vehicle trips in peak hours at a documented high-crash intersection, with a state safety upgrade advertised for fall 2026. The board voted unanimously to continue both the special permit and site plan review to October 13 and extend its decision deadline to November 13. Separately, Wastewater Superintendent Amy Lowell detailed the town's $80 million ocean outfall project, expected to seek $7 million in design funds at April 2027 town meeting.
