Water Quality Management Committee · Meeting of September 2, 2026

Falmouth's Water Quality Management Committee heard pilot data showing a 95 percent nitrogen cut from advanced septic systems and tabled a town oversight policy. Guest presenter Brian Horsley said a five-year Barnstable pilot of Clean2 "Nitrex" units reduced average household nitrogen from 97.8 to 7.6 milligrams per liter, with the base system costing $23,500 and monitoring running $1,000 a year once mature. He also reported the town's Urine Diversion Project, capped at 25 installations with reimbursements up to $8,250, remains on track for a September 2028 end date despite permitting delays.

Member Jonathan Kaufman warned that leaving monitoring to homeowners "you're going to have a disaster, and DEP is not going to look favorably on that." A Board of Health staff member identified only as Amy said the DPW is "not an appropriate place" for that oversight role. The committee tabled further review of its draft Responsible Management Entity policy to its September 16 meeting.
