Zoning Board of Appeals · Meeting of September 3, 2026

FALMOUTH — The Falmouth Zoning Board of Appeals heard arguments over whether a Studley Street landscaping operation is an illegal contractor's yard but took no vote. Attorney Hari, for appellants identified as the Harveys, cited a Federal Motor Carrier Safety Administration filing showing three power units, three trailers and two drivers registered to homeowner Marc Favuli's 11 Studley Street address since November 2018. Attorney Kevin Clower countered that Building Commissioner Gary Street found no violation on two occasions, calling the property "not a contractor's yard" and noting Favuli has not yet filed a pending home-based-business special permit.

Board member Marc Finneran said the site looked "well-kept" and the complaint had been "extrapolated beyond what really exists," while board member Frank Duffy pressed Clower on gaps in the building department's written record.
